Wison Engineering announced the delivery of the 800kta high-spec ethylene for Fushun Petrochemical Complex

On July 20th, 2012, Wison Engineering successfully completed the 800kta high-spec ethylene plant for Fushun Petrochemical Complex, indicating that the multi-million ton petroleum to ethylene refining project is now putting into operation. Wison Engineering provided PC (Procurement - Construction) services for the core unit of the Complex, which comprises of a 800kta ethylene cracking plant and a 400kta petroleum cracking and hydrogen producing plant.    
 

The project officially commenced in 2009; at that time, a strong project team comprised of highly qualified and experienced ethylene projects experts was set up to ensure the quality execution of the project. In close cooperation with the client, Fushun Petrochemical and the project concept designer HQCEC, Wison’s project team worked out an engineering schedule based on the major control points of on-site construction and material procurement process, to satisfy the construction and procurement requirements. The team also actively participated in the audit of design work and the relevant construction feasibility study, since quality designs and technical procurement documentation would lay down a good base for the smooth implementation of construction and procurement. In terms of procurement, a detailed working plan was developed and potential domestic and overseas suppliers were defined for on-site inspections. A rating system was established according to the importance of the equipments to be purchased.  Furthermore, the team formulated an ITP (integrated test procedure) plan, implementing construction supervision, and tracing the materials flow. The team also efficiently organized the transportation of on-site materials in accordance with construction progress. As for construction management, the project ran a nonconformity management system (NCR) and set up quality standards by adopting real models in various departments to ensure a standardized management process. For example, alloy metals were subjected to 100% PMI inspection; Welders were tested on arrival, given professional training. From the respective of safety management, all employees including ones from sub-contractors were registered with real names. A 3-tier training program along with the implementation of emergency drills and a responsible zone management system were implemented. Furthermore, piping racks had to be insulated and safety personnel including site patrol and security posts were deployed at a ratio of 1: 50.  With all the above measures, the project achieved 16 million man hours with zero accidents. 
 

Besides the strict project management process, a win-win concept was promoted during the project execution and good cooperative atmospheres were cast across different partners relevant to the project.  All parties, whether suppliers, contractor or clients were making joint efforts to ensure a successful completion of the project.

The Fushun Petrochemical multi-million ton ethylene refining project is an important step in implementing the plan for revitalizing the Petrochemical Industry in Northeast China (a development that has been endorsed by the Sixteenth National People's Congress).
